The number of British nationals arrested abroad for drug smuggling has more than quadrupled over the last three years, prompting an urgent warning from the National Crime Agency (NCA) and the Foreign, Commonwealth & Development Office (FCDO).
The surge in courier activity is increasingly targeting young travellers, with data showing that 60 per cent of those affected since 2024 are aged between 16 and 30. Recruitment often takes place via social media platforms including TikTok, Instagram, and Snapchat, where criminal gangs offer “free holidays” or cash incentives in exchange for carrying suitcases.
Official figures reveal that more than 600 air passenger couriers were arrested at UK airports in the first six months of 2026 alone. Many of these cases involve the illegal importation of cannabis from Thailand, North America, and Europe.
The Thailand Trap
The situation in Thailand has become a particular focus for authorities. More than 200 British nationals are currently detained overseas on smuggling offences specifically linked to cannabis from Thailand.
Despite Thailand decriminalising cannabis for domestic use in 2022, the illegal export of the drug remains a serious criminal offence. On 17 June 2026, Thai Customs introduced a stringent new fine regime. Travellers caught with cannabis now face a fine of approximately 30,000 Baht (£680) per kilogram of seized material.
UK Legal Consequences
The risks are not confined to foreign jurisdictions. The maximum penalty for cannabis importation in the UK is 14 years in prison. Authorities warn that even a “one-off” trip can result in a life-changing criminal record, loss of future travel rights to countries like the US, and significant jail time.
The NCA and FCDO have launched a joint ‘Travel Aware’ and ‘Druggage’ social media campaign to combat the misinformation spread by recruiters. Criminal gangs often tell couriers they will only face a fine or a “slap on the wrist” if caught, which does not reflect the reality of international drug enforcement.

- Criminals often target young people with the promise of “easy money” or “all-expenses-paid” trips.
- Never carry a suitcase or package for someone else, even if you think you know what is inside.
- Decriminalisation in a foreign country does not mean it is legal to bring those substances back to the UK or export them.
