A new national police unit has been launched to tackle the rising use of illegal number plates on British roads, with officers set to trial specialised goggles to detect drivers attempting to evade cameras.
The National Roads Policing Coordination Centre (NRPCC) was formally announced on 5 September 2026 by Roads Minister Justin Madders. The government-funded initiative brings together the Department for Transport (DfT), the Home Office, the DVLA, and the DVSA to coordinate enforcement against “ghost plates” and cloned registrations.
The crackdown comes as part of the UK’s first new Road Safety Strategy in over a decade. It aims to address a growing trend of motorists using various methods to avoid Automatic Number Plate Recognition (ANPR) systems, which are used by police to track uninsured vehicles, stolen cars, and traffic violations.
High-tech detection and ‘ghost plates’
One of the most significant developments in the new strategy is the trial of specialised goggles for roads policing officers. These devices are designed to identify “ghost plates”—registrations that have been treated with a transparent film or reflective coating that makes them unreadable to infrared ANPR cameras while appearing normal to the human eye.
The NRPCC will also focus on cloned plates, where a vehicle’s identity is stolen and applied to another car to hide criminal activity or avoid fines. According to the National Police Chiefs’ Council, these illegal modifications are frequently linked to wider organised crime and dangerous driving.
Fines and penalties for motorists
Motorists found using illegal or incorrectly displayed number plates face a range of severe penalties. Under current regulations, the maximum fine for a non-compliant plate is £1,000.
Beyond the immediate financial penalty, there are several long-term consequences for vehicle owners:
- Automatic MOT Failure: Any vehicle presented for an MOT with illegal, obscured, or incorrectly spaced lettering will automatically fail its inspection.
- Withdrawal of Registration: The DVLA has the power to permanently withdraw a registration mark if it is repeatedly displayed incorrectly.
The government has clarified that these rules apply to all motorists, including those with personalised registrations. Plates must be made from a reflective material, with black characters on a white background at the front and a yellow background at the rear.
The launch of the NRPCC marks a shift towards a more data-driven approach to roads policing. By centralising information from across different agencies, the government hopes to close loopholes that have previously allowed drivers with illegal plates to remain undetected by the national camera network.
