Plans to abolish Chichester District Council as part of a wider West Sussex reorganisation have been abruptly halted by the government, ensuring that local elections in May 2027 will proceed on existing boundaries.
The Housing and Communities Secretary, Angela Rayner, announced the pause on the Local Government Reorganisation (LGR) programme on 7 September 2026. The decision affects 14 areas across England where the two-tier system of county and district councils was under review for replacement by single unitary authorities.
For residents in Chichester, the move provides immediate clarity for the next election cycle. Voters will now return representatives to the existing Chichester District Council in May 2027, rather than electing members to a new “shadow” authority that would have overseen a transition to a unitary model by 2028.
Council leaders express frustration
The pause follows 18 months of intensive preparation by authorities across West Sussex, who had been developing business cases for either a single-county authority or a “two-unitary” split. In a joint statement, West Sussex council leaders expressed their “frustration” at the sudden change in direction.
The government cited “updated and privileged legal advice” as the primary reason for the suspension. The programme is now subject to a review intended to align local government structures with the broader “Rewiring the State” policy agenda. While the pause halts the immediate transition, it leaves the long-term future of West Sussex councils in a state of uncertainty.
Prior to the pause, one of the models under serious consideration—referred to as Unitary D—proposed merging Chichester District Council with Horsham and Crawley to form a new authority. Other proposals favoured a single council covering the entire county. Both competing visions are now on hold while ministers re-evaluate the timetable.
Financial and service impact
The decision has raised questions regarding the public funds already invested in the transition. West Sussex councils had already allocated significant budgets for consultants and internal staff to prepare for the expected 2028 changeover. Council leaders are now seeking an urgent meeting with ministers to clarify how much of this work can be salvaged and what the new timeline for reform will be.
Despite the political uncertainty, Chichester District Council has confirmed that existing services remain “business as usual.” Local residents should continue to use current channels for planning applications, waste collection, and council tax enquiries. The existing boundaries and representative structures will remain legally binding until at least the end of the next council term following the 2027 elections.
