Construction has officially begun on a multi-million-pound expansion of HMP Kirklevington Grange in the North East, marking the latest stage of a national programme to increase the UK’s prison capacity.
Work on the project, located near Yarm, commenced on 14 September 2026. The development will provide 152 new prison places through the construction of two new houseblocks and a purpose-built workshop designed to aid prisoner rehabilitation.
The expansion is a key component of the Ministry of Justice’s (MoJ) broader £4 billion infrastructure strategy, which aims to create 20,000 modern prison places across the country. The initiative is intended to address capacity pressures while replacing aging facilities with more secure and efficient accommodation.
Resettlement and rehabilitation
HMP Kirklevington Grange operates as a Category D resettlement prison. Unlike high-security facilities, Category D institutions focus on preparing inmates for their eventual return to society. This is typically achieved through supervised work placements, vocational training, and education programmes.
The addition of a new workshop at the site is intended to bolster these efforts, providing more inmates with the opportunity to gain practical skills before release. The MoJ has indicated that such facilities are vital for reducing reoffending rates by ensuring individuals have a viable pathway into employment.
According to The Northern Echo, the construction phase of the project is expected to generate more than 100 jobs in the region. Based on standard timelines for these specific houseblock designs, the new cells are anticipated to be operational by late 2027.
The government’s 20,000-place strategy remains one of the largest prison-building programmes in UK history. It includes the construction of several new “mega-prisons” alongside the expansion and refurbishment of existing sites like Kirklevington Grange to modernise the estate and improve safety for both staff and prisoners.
