Wealden planning: Protesters warn 280-home scheme will overwhelm Hellingly infrastructure

Residents in Hellingly have staged a fresh protest against a major planning application for 280 new homes, warning that the village’s existing infrastructure cannot withstand the pressure of further development.

Protesters gathered at the proposed site on 23 September 2026 to voice opposition to the plans, which concern land at the northern edge of Hailsham. The demonstration focused on long-standing issues surrounding sewage capacity, flood management, and the impact on local road networks.

Infrastructure and Flooding Concerns

The primary objection raised by the local community involves the Cuckmere River catchment area and the village’s history of flooding. Residents claim that additional housing will exacerbate runoff and place an unsustainable burden on the local wastewater system. Southern Water, which manages the area’s sewage infrastructure, has previously been under scrutiny regarding capacity issues at the Hailsham North wastewater treatment works.

While developers often provide assessments suggesting infrastructure is sufficient, campaigners have pointed to recurring local flooding as evidence that the system is already at its limit. To mitigate some regional issues, Southern Water has previously implemented measures to provide extra protection to flood-hit villages in Sussex, but residents argue these do not account for the cumulative impact of large-scale new estates.

Traffic congestion is another critical point of contention. Protesters are concerned that the proposed 280 homes will significantly increase vehicle volume in the area, adding to the pressure on the local road network.

Planning Decision Process

The application is currently under consideration by Wealden District Council, the local planning authority. The council is required to weigh the development against the National Planning Policy Framework (NPPF). This includes the “tilted balance” provision, which can favour approval if a council cannot demonstrate a five-year supply of deliverable housing land, unless the adverse impacts significantly outweigh the benefits.

The application remains at the proposal stage, and a final decision has not yet been reached by the planning committee. Residents can view the plans and submit official comments through the Wealden District Council planning portal.

A date for the committee hearing has not yet been confirmed. The ongoing consultation process allows for representations from statutory consultees and members of the public regarding the site’s environmental and logistical viability before a recommendation is made to councillors.
