Chancellor pledges jobs over benefits with new £100m ‘fighting fund’ for young people

Chancellor John Healey has told the Labour Party Conference that the “best thing we can offer young people is a job, not benefits”, as he announced a new £100 million “fighting fund” to tackle youth unemployment.

Speaking in Liverpool, the Chancellor set out a shift in the government’s approach to welfare, describing the social security system as a “bridge to work” rather than a “trap people can’t escape”. The funding is specifically aimed at reducing the number of young people not in education, employment, or training (NEETs).

New local apprenticeship service

A central part of the government’s strategy involves the creation of a new local apprenticeship service. Scheduled to launch in March 2027, the programme will be led by regional mayors and is intended to match young people with thousands of new training and employment opportunities.

Under the plans, local employment teams will begin work in early 2027 to provide a direct link between school leavers and businesses. This decentralised approach aims to give mayoral authorities more control over how skills funding is spent in their specific regions.

According to official government guidance, the initiative forms part of a wider effort to drive economic growth by increasing the number of active participants in the UK workforce.

Economic pressures and the Autumn Budget

The policy announcement comes as the Treasury prepares for the Autumn Budget, which has been confirmed for 28 October 2026. Chancellor Healey warned that the fiscal statement would involve “hard choices,” citing borrowing costs that have reached their highest levels in nearly two decades.

The economic backdrop remains challenging for the administration led by Prime Minister Andy Burnham. Global factors are also weighing on the domestic economy. Fuel prices have hit record highs, with the average price of UK diesel reaching 198.32p per litre following sustained international tensions in the Middle East.

What happens next?

The 28 October Budget is expected to provide further details on how the £100 million fund will be allocated across the country. Financial analysts also expect the Chancellor to address potential changes to Capital Gains Tax and public spending as the government attempts to stabilise national debt.

While the new apprenticeship service will not be fully operational until March 2027, the government is expected to release eligibility criteria and further delivery details for the “fighting fund” in the coming months. For now, the focus remains on shifting the narrative around youth welfare, prioritising immediate entry into the workforce or vocational training over long-term benefit dependency.
