Prime Minister Andy Burnham has outlined a vision for a new “National Care Service” for England, describing the current social care system as “as unfair as American healthcare” and a primary factor in the ongoing pressure on the NHS.
Speaking at the Labour Party conference in Liverpool, the Prime Minister announced that the plan to make social care free at the point of use would be a central pledge in the party’s manifesto for the next general election, currently expected in 2029. He argued that the failure to reform social care is “breaking the NHS” and that the government must now “rip the plaster off” to address the issue permanently.
The Timeline for Reform
The proposal marks a significant policy shift but does not offer an immediate change for those currently paying for care. Instead, the government has set out a multi-year roadmap leading toward the 2029 election mandate. To prepare the groundwork, an independent commission led by Baroness Louise Casey will now report by summer 2027.
Mr Burnham linked the policy to personal experience, following the recent death of his father in a care home. He suggested that the current system, where the vulnerable can see their life savings “wiped out” by care costs, is no longer sustainable. According to The Guardian, the Prime Minister did not provide a specific funding mechanism during his conference announcement.
Regarding how the service would be funded, the Prime Minister indicated that “everybody” would be expected to contribute, hinting at potential changes to taxation or National Insurance, although exact details are yet to be finalised by the Treasury and the Department of Health and Social Care.
Current Rules and Means-Testing
While the vision for a National Care Service focuses on the end of the decade, the existing rules for social care in England remain unchanged for now.
The commission’s findings in 2027 are intended to provide the technical and financial framework for the proposed service before it is put to the electorate.
The government maintains that the delay in implementation is necessary to ensure the new system is fiscally responsible and fully integrated with the existing NHS structure, rather than being a “quick fix” that fails to address the underlying staffing and capacity issues in the care sector.
