Andy Burnham lists rejoining EU as formal option for UK future

Prime Minister Andy Burnham has signalled a significant shift in UK policy by officially listing rejoining the European Union as a formal option for the country’s future.

Speaking during an interview with the BBC Radio 4 Today programme on 30 September 2026, the Prime Minister argued that the current Brexit settlement has caused “more harm than good”. He outlined four specific frameworks that the government is now reviewing as part of a major reconsidering of the UK-EU relationship.

The four paths under consideration include maintaining the current status quo, joining a customs union, joining the single market, or pursuing full re-entry into the EU.

The four frameworks

The Prime Minister outlined the following options for the UK’s future:

  • Status quo: Maintaining the current Trade and Cooperation Agreement (TCA).
  • Customs union: Seeking a deal to remove most tariffs and border checks on goods, potentially limiting the UK’s ability to strike independent trade deals.
  • Single market: Rejoining the economic zone to allow the free movement of goods, services, capital, and people.
  • Full EU re-entry: Applying to become a member state once again, which would involve negotiations on the budget, the Euro, and various opt-outs.

The Prime Minister confirmed that while these options are being explored, no immediate changes to travel, immigration, or trade rules have been enacted. He stated that the “status quo” remains a viable choice if a better alternative cannot be agreed upon.

Timeline and reaction

A UK-EU summit is currently expected to take place in Brussels on 20 November 2026, where these frameworks are likely to be discussed with European leaders.

The Conservative opposition has criticised the announcement, accusing the Prime Minister of reopening “old wounds” and restarting the divisive political battles of the Brexit era. Critics of the move argue that reconsidering the UK’s departure ignores the result of the 2016 referendum and could lead to years of fresh economic uncertainty.

For now, the government maintains that the review is a necessary response to the economic performance of the UK since 2020.
