Prime Minister Andy Burnham and the Irish Taoiseach, Micheál Martin, have pledged to uphold and “progress” the Good Friday Agreement during a landmark meeting in Manchester.

The talks, held on Friday 18 September 2026, marked the first time an international leader has been hosted at the government’s new “No 10 North” headquarters. The office, located in Heron House, is part of a strategy to decentralise government operations and strengthen regional ties across the United Kingdom.

During the summit, both leaders reaffirmed their shared role as co-custodians of the 1998 Good Friday Agreement. With the 30th anniversary of the peace accord approaching in 2028, the Taoiseach told the Prime Minister that both nations have a duty to ensure the agreement continues to adapt and deliver for the people of Northern Ireland.

Discussions included trade and the 2030 framework for strategic cooperation between the two nations.

Strategic cooperation

The meeting comes at a pivotal moment for UK-Irish relations. Ireland currently holds the rotating presidency of the Council of the European Union for the second half of 2026, positioning Dublin as a critical bridge between London and Brussels.

According to an official statement on GOV.UK, while the leaders focused on bilateral stability, the backdrop of the meeting included recent international pressure following remarks by US President Donald Trump.

During a visit to Dublin the previous weekend, the US President reportedly expressed support for Irish unification, a move that has renewed constitutional debates across the island of Ireland. In Manchester, however, the focus remained on the practicalities of the current settlement.

Parallel talks in Dublin

While the heads of government met in Manchester, Chancellor John Healey was in Dublin for an informal meeting of EU finance ministers. This simultaneous high-level engagement is seen as a concerted effort to reset the relationship following several years of post-Brexit tension.

Looking ahead, a full UK-Ireland Summit is scheduled for the first half of 2027, which will be hosted by the UK.

A spokesperson for the Prime Minister confirmed that the choice of Manchester for today’s meeting was intended to demonstrate the “breadth of the UK-Ireland relationship” beyond the traditional corridors of Westminster.
