Chancellor of the Exchequer John Healey is set to use his address at the 2026 Labour Party Conference to promise a “new age of industrialisation” for the United Kingdom. Speaking on the first full day of the conference, Healey is expected to frame domestic military procurement and maritime investment as the foundation for a decade of economic renewal.

A central pillar of the Treasury’s growth strategy is the formal unveiling of “Programme Euston.” This initiative involves the procurement of three new floating docks designed to support the Royal Navy’s submarine base in Scotland. To prioritize domestic manufacturing, the government has confirmed that the bidding process for these docks will be restricted to a UK-only competition.

The floating docks represent a specific phase of a broader £15 billion, 10-year upgrade program for Royal Navy shipyards. By mandating that the work remains within the UK, the administration aims to secure high-skilled jobs in traditional shipbuilding regions while strengthening sovereign defense capabilities. This strategy reflects a shift toward using the defense budget as a tool for local industrial regeneration.

In addition to the submarine infrastructure, Healey has committed £115 million for the construction of a new marine research vessel. This ship is intended to be built entirely within a British shipyard, with an expected operational date in the early 2030s. The investment is framed as part of a wider effort to modernize the UK’s maritime fleet and support the research and development sector.

Economic Context and Cabinet History

The Chancellor’s emphasis on industrial rebirth is anchored in his previous advocacy for manufacturing hubs, such as the Advanced Manufacturing Park in Rotherham. That facility, located on the former Orgreave colliery site, serves as an ideological template for the government’s plan to replace legacy industries with high-tech production.

Healey’s return to the cabinet as Chancellor followed a period of political friction. He previously resigned as Defence Secretary under Keir Starmer, citing disagreements over the level of military funding. His current role requires him to reconcile these significant defense and industrial commitments.

The timing of these announcements at the conference signals a move to solidify the government’s economic identity ahead of the autumn budget. By linking national security requirements to domestic industrial growth, the Treasury is attempting to demonstrate a unified approach to fiscal responsibility and regional investment.
