Dangote and Ruto Launch $16B Lamu Oil Refinery Amid Land Dispute

Aliko Dangote and Kenyan President William Ruto performed the official groundbreaking for a $16 billion oil refinery in Lamu, Kenya, on September 30, 2026. The project, which is designed to process 700,000 barrels of crude oil per day, represents the largest industrial investment in East Africa and is aimed at reducing the region’s reliance on imported fuel.

The facility is expected to serve a broad market including Kenya, Uganda, Ethiopia, South Sudan, and the Democratic Republic of Congo. To encourage regional cooperation, Dangote has offered East African governments a combined 30% equity stake in the project.

Legal and Local Resistance

The launch proceeded despite significant local opposition and ongoing legal proceedings. The Malindi Environment and Land Court issued a “status quo” order for the site, though it did not explicitly block the groundbreaking ceremony. The court is currently weighing a petition filed by 133 residents of the Chandavai area who claim ancestral land rights to the project location and allege forceful eviction.

Tensions escalated in the days leading up to the ceremony. On September 29, police used tear gas to disperse protesters in Lamu town. While residents cite the loss of land and potential environmental impacts, Dangote has dismissed the resistance as “games played by local marketers and international players” seeking to protect their interests in the fuel import business. A follow-up court hearing to determine the future of the site is scheduled for October 14, 2026.

Financial and Engineering Milestones

The Dangote Group finalized a $300 million technology and engineering services agreement with Honeywell to support the refinery’s infrastructure. The September 30 groundbreaking signaled the start of a multi-year construction phase.

The refinery is a central component of the Lamu Port-South Sudan-Ethiopia-Transport (LAPSSET) corridor. If construction proceeds as planned, the facility is scheduled for completion in 2030. The project’s launch coincides with a multi-billion dollar initial public offering (IPO) for Dangote’s Nigerian refinery, which opened on September 14, 2026, providing further financial context to his expanding energy portfolio in sub-Saharan Africa.
