The government has announced a new recruitment drive for 1,000 youth workers across England as part of a wider strategy to provide “trusted adults” for young people and reduce the risk of unemployment.
The initiative aims to reach those aged 11 and over who are considered at risk of becoming NEET (not in education, employment, or training). Under the current timeline, the first cohort of these 1,000 new workers is expected to be in post by Spring 2027.
The move comes alongside the launch of a £450 million ‘Youth Matters Fund’. This capital will be available via an application process for community organisations and local bodies to build, improve, or expand youth facilities, particularly in underserved areas. The fund is intended to create modern spaces where young people can access support and activities away from the street or social media.
Reversing a decade of decline
The recruitment drive is part of a 10-year National Youth Strategy designed to address a significant decline in provisions over the last decade. Official figures indicate that local authority spending on youth services in England fell by 73% in real terms between 2010 and 2023.
By increasing the number of professional youth workers, the government intends to support young people aged 11 and over, focusing on those at risk of becoming NEET. This recruitment drive will facilitate the training and employment of 1,000 new youth workers to help provide these individuals with dedicated guidance.
Links to social media and employment
Ministers have explicitly linked this investment to the upcoming planned ban on social media for children under the age of 16. The provision of physical youth hubs and professional mentors is seen as a necessary alternative for teenagers as the government moves to restrict their time on digital platforms.
While the new youth workers will focus on the transition from school age, the scheme is designed to complement the existing £820 million Youth Guarantee. That separate programme is specifically aimed at 18-to-24-year-olds, ensuring they have access to apprenticeships, job placements, or vocational training after they leave formal education.
For community groups looking to access the £450 million facilities fund, the government has stated that application windows will open “soon”. The recruitment process for the youth workers will be managed through a combination of national training programmes and local authority placements, though specific regional quotas for the 1,000 roles have not yet been finalised.
