Passengers in Chichester and across the country will gain a new automatic right to board alternative trains for free if their booked service is cancelled, starting this Sunday, 20 September 2026.
The move, confirmed by the Department for Transport (DfT), aims to end “cancellation limbo” by allowing travellers to switch to different train operators without waiting for formal permission or station announcements. Under the new standing arrangement, passengers whose trains are cancelled can use any other participating operator’s service that follows a reasonable or direct route to their destination.
To qualify for the free transfer, the alternative service must depart within two hours before or after the original cancelled train. Passengers do not need to download a new ticket or seek a refund first; they simply need to show their original ticket to staff on the alternative train.

Participating operators
The scheme sees a major expansion this weekend as several large operators join the existing list of participants. For those travelling from Chichester, the local provider Southern (part of Govia Thameslink Railway) is already a participant. However, Great Western Railway (GWR), which operates services from nearby Havant and Portsmouth, is one of the major firms joining the scheme this Sunday.
The full list of operators joining the arrangement on 20 September includes:
- Great Western Railway (GWR)
- Avanti West Coast
- CrossCountry
- Chiltern Railways
These firms join existing members of the scheme, such as Southern, Thameslink, Gatwick Express, South Western Railway, LNER, Northern, and Southeastern. East Midlands Railway (EMR) will join the scheme at a later date.
Ticket flexibility
While passengers with flexible Anytime or Off-peak tickets have often been able to switch operators, the new rule specifically protects those with Advance or “operator-specific” tickets, who previously faced being stranded or having to buy new fares if their specific service was axed.
The DfT has clarified that the 2-hour window is a strict requirement for the automatic acceptance to apply. If no alternative service is available within that timeframe, passengers should follow existing protocols or speak to station staff regarding alternative transport, such as rail replacement buses, which remain subject to separate operator-specific arrangements.
