Reform UK faces battle to keep £72m donations after government proposes retrospective cap

Reform UK has received a record-breaking £72 million in donations over a single weekend, marking the largest single windfall in British political history. The surge in funding, provided by two cryptocurrency billionaires, has prompted an immediate legislative response from the Government, which is seeking to block the move retrospectively.

The donations came from Christopher Harborne and Ben Delo, who each gifted £36 million to the party. Mr Harborne is an aviation fuel investor frequently based in Thailand, while Mr Delo is a co-founder of the BitMEX cryptocurrency trading platform and was formerly based in Hong Kong.

The Legislative Challenge

The scale of the donations has triggered a significant legal and political row. Ministers are currently seeking to amend the Representation of the People Bill 2026 to introduce a £100,000 cap on donations from overseas voters. Crucially, the Government proposes to make this cap retrospective, dating back to 25 March 2026.

If the legislation passes in its proposed form, Reform UK could be forced to return tens of millions of pounds. The legality of the donations currently hinges on the residency status of the donors as of the March 2026 cutoff. Under the proposed “enhanced residency checks,” returning expats may face a waiting period of between 12 and 18 months before they are eligible to make donations exceeding £100,000.

Nigel Farage, leader of Reform UK, has stated that the donations are “100% compliant” with the law as it stands today. The party argues that the funds were accepted in accordance with current Electoral Commission rules and that retrospective legislation sets a dangerous precedent.

Record-Breaking Figures

The £72 million total significantly dwarfs previous records for individual political gifts in the UK. To put the figures into context, the Electoral Commission’s published figures for the second quarter of 2026 showed traditional parties operating with much smaller individual contributions. A single £36 million gift is more than most major parties typically raise from all sources in an entire year.

The influx of capital would, if retained, allow Reform UK to fund a national campaign infrastructure on a scale previously reserved for the Conservative and Labour parties.

What Happens Next?

The future of the £72 million depends on the progress of the Representation of the People Bill through Parliament. If the retrospective clause is upheld, Reform UK will likely face a legal battle to keep the funds.

For now, the Electoral Commission continues to monitor the situation. While the commission typically publishes donation figures quarterly, these specific weekend donations were announced directly by Reform UK following their receipt in September. If the money must be returned, it would represent a significant blow to the party’s planned operations ahead of future electoral cycles.
