Oversight Notice Lifted as Southfield Primary School Formally Closes

  • Regulatory Conclusion: The Education and Skills Funding Agency (ESFA) formally closed the oversight notice for Southfield Primary School on 31 August 2024, following the school’s permanent closure.
  • Historical Context: The school was originally placed under a ‘Notice to Improve’ in March 2022 following identified weaknesses in financial management and governance.

Government officials have formally concluded the financial oversight of Southfield Primary School following the school’s closure on 31 August 2024. The move marks the final chapter for the academy trust, which had been under scrutiny regarding its financial management and internal control systems for over two years.

The History of the Notice to Improve

The Education and Skills Funding Agency (ESFA) originally issued a Notice to improve: Southfield Primary School – GOV.UK on 18 March 2022. This directive, previously referred to as a Financial Notice to Improve, was implemented after the agency identified specific weaknesses in the school’s financial management, control, and broader governance frameworks.

Southfield Primary was an academy trust located in Brackley, and its progress has been monitored closely by regional education officials. The decision to close the facility came after a difficult period for the trust, despite efforts to stabilise the school’s leadership.

Ofsted Ratings and Trust Support

The difficulties at the school predated the financial oversight notice. In 2019, Ofsted inspectors judged the school to be ‘Inadequate’, a rating that often triggers increased monitoring from the Department for Education (DfE). Following this assessment, the school was supported by the Warriner Multi Academy Trust. Despite these interventions and the support provided, the decision was eventually made to close the facility.

According to the Academy trust notices to improve: Full List, many institutions face similar regulatory requirements, but Southfield’s situation resulted in the formal closure of the school on 31 August 2024. On the same day, the ESFA confirmed that the oversight notice was also closed, as the trust ceased to exist.

Long-term Transparency and Departmental Changes

Department for Education records maintain the case as a ‘Closed Notice’ for the purpose of public transparency. This allows the public to review the history of the school’s financial management even after its dissolution. It is also noted that the ESFA itself is due to be dissolved in March 2025, with its oversight functions being fully integrated into the DfE.

The closure of Southfield Primary School follows a period of significant transition for its staff and students. While the financial and governance issues were severe enough to warrant official intervention in 2022, the formal closure of the notice ensures that the administrative and regulatory records are now finalised following the end of the school’s operations.
