Editorial coverage for Chichester Supported Housing Strategy 2027-32 Confirmed

  • Statutory Deadline Set: Chichester District Council must publish its formal Local Supported Housing Strategy by 31 March 2027 under new national regulations.
  • Long-term Planning: The upcoming strategy will feature a five-year delivery plan alongside a 10-year forecast of local demand for specialised accommodation.

New Legal Mandate for Chichester Housing Framework

Local authorities across West Sussex, including Chichester District Council, are preparing for a significant shift in how vulnerable residents are accommodated. Under the Supported Housing (Regulatory Oversight) Act 2023, the council is now legally required to produce a formal “Local Supported Housing Strategy.” This document must be finalised and published by 31 March 2027, marking a new era of accountability for local provision.

The strategy is designed to cover a five-year window from 2027 to 2032. According to Local Supported Housing Strategies: Statutory Guidance (GOV.UK), these frameworks are intended to ensure that the supply of supported housing meets the actual needs of the community while maintaining high standards of care and accommodation.

Collaborative Assessment of Local Needs

West Sussex County Council is currently leading a collaborative effort with its district and borough partners to identify gaps in current provision. This work involves a detailed look at the requirements of various groups, specifically adults living with mental health issues, learning disabilities, and physical disabilities. This aligns with the broader objectives found in the West Sussex Adult Social Care Strategy: Living Well and Being Independent.

To ensure the strategy is built on a robust evidence base, a Sussex-wide “Supported Housing Strategic Needs Assessment” has been commissioned. Professional consultants from PPL and Cordis Bright are conducting this research to provide the data necessary for the 2027-32 strategies. This data-led approach aims to prevent shortages in specialised housing that can often lead to increased pressure on other public services.

Local leaders have noted that housing is often a primary factor in overall health outcomes. This initiative mirrors other community efforts, such as the project to help GPs support patients with non-medical issues, which recognises that stable accommodation is a fundamental requirement for effective medical and social care.

A Ten-Year Forecast for Chichester

One of the more demanding aspects of the new statutory duty is the requirement for long-range planning. Chichester District Council must not only outline a five-year delivery plan but also provide a 10-year forecast of supported housing demand for the local area. This ensures that the Chichester District Council Housing Strategies remain forward-looking, accounting for an ageing population and changing social needs.

By identifying future demand a decade in advance, the council aims to provide developers and housing providers with the certainty needed to invest in local projects. The 2023 Act represents a tightening of oversight in a sector that has previously seen varied levels of regulation across the UK. For Chichester, the focus remains on ensuring that some of the most vulnerable members of the community have access to safe, high-quality homes that are fit for purpose over the long term.
